Give build queries the same startup flags as the build

Codex's Windows clippy job had every action cached and still took over five minutes, because its Bazel queries started a second Bazel server with different startup flags. A shared query script now runs the queries with the same CI startup settings as the main build and test invocation.

Target-discovery queries reuse the build's Bazel server Source

Use it when
A job runs build-tool queries before the build, and its time stays high even with a warm cache.
Before applying it
The queries must produce the same results with the build's flags.
